Embed for fr2 color is illegal without Pete's permission. As I've heard, CR is almost illegal because they didn't get Pete's full permission before they made the database. I'm pretty sure you will have to get Pete's permission before creating a fr2 database, or it's illegal and I have no idea what the consequences are.

It is legal to make a free rider 2 database without Pete's permission, but you cannot add a lot of stuff to it. If you made about 10 more vehicles, more themes, ect.. it would be illegal, but if you just make a normal database with nothing added to the editor (unless it's the color editor), it is allowed.
